My father is holding a visitor visa for ten years. But every time he only can stay for 6 months. so I help him to apply for an extension, after about 1 month, the application was refused, and it noticed that the status has been expired, but given 90 days to restore the status or leave the country voluntarily. So I applied to restore his status and bought the flight ticket for him. Now he wants to return to Canada, but the application for restoration has not any response. By the way since he left Canada it had passed about 2 weeks after getting the notice from CIC.
How could we explain to the officer to re-enter Canada?
If your father's visitor extension was refused, then it would probably be a good idea to wait several months before he tries to re-enter Canada. A visitor visa does not allow someone to live in Canada. Ideally they should be spending more time outside of Canada each year than inside of Canada.
What you want to show the officer when your father enters Canada is that he is only staying in Canada temporarily and has strong ties to his home country. If he is trying to return to Canada just a few weeks after an extension refusal, the immigration officer may not allow him in.
The restoration application is no longer valid since he has left Canada.
If you want your father to stay in Canada for longer periods of time you should apply for a super visa.
