Is it possible to apply to other Province's PNP program if one already got declined? Does the re-apply time gap restriction applies to the declined Province only? Please advise. thanks!
Yes - you can apply to another program. No - there is no waiting time.
I'm totally confused, an immigration consultant said if one being declined by say Manitoba, it is not possible to go apply for New Brunswick and have to wait for a year to apply again (to the same province same program). While another one say its ok as long as its not the same province, but the chance become slimmer as one just got declined; move the application to another province giving a second best image/intent that is unfavorable to the application.

That's not true. You may apply to another province any time but if the same province - 6 months interval.
