While I am reading the site (cic.gc.ca), I read this line : (The tables below indicate application processing times at Canadian visa offices outside Canada. The times are based on how long it took to process 80 percent of all cases between April 1, 2010 and March 31, 2011. Processing times are subject to change.)
Is that a mistake or what??
This means that we must wait a new processing time for pre June 2010, because CHC didn't finalize even 80 percent of the applications in 16 months!! The proof is me and hundreds of pre June 2010....
CIC doesn't publish the data for the visa office which has not finalized 80% of application. Processing times are subject to change mean in next quarter the processing time may be longer or shorter than current reported time. Second these are statistical measure the given time median or mean or mode (not clarified by CIC), so no one should assume that his case will be processed in given time.

80% of cases who received a decision in 16 months. So if they processed 100 cases in that particular time frame, then 80 cases were finalized in 16 months & the rest 20 in either much less then 16 or more then 16 months. This is only the FINDEC data. This does not mean all the cases that were received are included in this figure of 16 months.
Read what the disclaimer for post 26 June 2010 applicant says:
"Processing times for applications received on or after June 26, 2010 are unavailable as sufficient final decision data does not exist."
So this data only pertains to files on which the Final Decision (both acceptance & rejection) has been taken.
They just need 10 or more cases that were finalized in a particular Visa Office to arrive at this data:
