I have conditional offer letter from Carleton university for Winter 2020 where I need to complete WES evaluation to clear the condition. But problem is my wes status has gone to "on hold" (need to resend documents) as of 20th Nov, which will take again 20 days and of course this can delay my visa application.
I want to know if it is okay to apply for visa attaching university fee deposit receipt and other docs ( required for sds) or will visa authority demand unconditional offer letter to issue my visa? Also, if I am good to proceed, should I explain this scenario in VISA SOP?
I would say that the condition should be cleared first before you apply, but if you have no time you can try and apply and explain the whole situation in the SOP, the application takes time to progress anyway and maybe in this time period you can complete your WES and then attach it in a webform through IRCC to complete the application.
you can check the progression time from the Canada website as it varies from country to country. for example the progression time for a study permit from my country is 7 weeks.

When I was applying for my study permit, I asked the university's office the same question. You CAN apply with the conditional letter but everyone advices against it because its so much better to wait for your normal acceptance letter, think about it from their prespective, why should I issue you the visa when you have a conditional letter while someone else has a full on university acceptance? They can't give the visa to every single applicant after all. So my advice is, apply online next time because its faster and you should include the first term tuition fee paid in a recipet you can get from the university because you SHOULD pay the first term atleast and rush your university to get the unconditional letter.
