I was an international student from step 2014 to Apr 2016, got my PGWP IN AUG 2016
I worked on a part time position until August 2016 while I was a student but then switched to a full-time perm position.
Currently, I have 1 year of full-time experience in NOC B job(Sep 2016-Sep 2017), which is the only job I am claiming for CEC.
I have the offer letter, experience letter, t4 (from Sep 2016-Dec 2016), Is that sufficient? or I need to upload a Notice of Assessment too?
Can they ask the NOA later?
If they ask for the NOA, will they just ask for 2016, or for my previous jobs I mentioned in personal history too?

Partly agree. IRCC cannot REQUIRE the NOA or T4, they can only ask for it.
If you provide only a job reference letter, with no supporting documentation, then you haven't really followed directions. In that case, IRCC could decide that you have not provided sufficient proof of employment. (Note I said *could*, not *will*).

Offer letter is not necessary because it sounds like the OP is not eligible to claim the "valid job offer" points.
But the experience letter with the 2016 T4 and a recent paystub would be sufficient.

Another concern is I moved to a new accomodation before I joined the company.
I just realized the T4 & Pay slips have my old address as I did not update my new address with the bank.
Is that a problem?
No need for ALL the paystubs. You have the T4 for 2016, and the most recent paystub will demonstrate that you continue to work.

I assume "the bank" is your employer? This is a bit contradictory, but anyway - Update your employer now. If you feel the need to explain, just include a letter of explanation. But I don't think it will be an issue.
Thanks, my employer has my new address.. but the bank account i receive my salary in is registered under my old address. I have requested the bank to update it. I hope there is no issue.
If the work experience is in Canada, proof may include copies of T4 tax information slips and notices of assessment issued by the Canada Revenue Agency (the time period for these documents should reflect the work experience timeframe [e.g., work experience from 2006 to 2008 requires only documents from those calendar years]).
