Yes you can submit application to CIO without the IELTS score. The new rule effective 10 April for IELTS means that once your app. reaches the local CHC they will not ask for the score, you have to submit the score with your complete documentation. Else the CHC will evaluate your English language skill based on whatever available proof is with them. YOU NEED NOT SEND IELTS SCORESHEET TO CIO WITH THE INITIAL APPLICATION. But do take the Test immidiately so that you are in a postition to submit the same when you receive the call for documents (Assessment Letter)
It is not necessary to have taken it before applying to CIO but it is recommended.
The reason why it is recommended is that many have applied to CIO with no IELTS, took it later and found it a lot harder than they thought and failed to get as many points as they needed to get their total up to 67. Some of them did not manage to improve their score and re-take within the time limit and lost their applications due to lack of points.
i have passed my application without taking the ielts. in the economic class form, i checked that i am moderately proficient in the english language which gave me a total of 71 points. however, i'm not that confident getting a 7bandwidth score. what if i just get a 6? will my application get rejected even if i reach the 67 points?
