My husband is in Canada on an Open Work Permit and has applied for his Permanent Residence.
He has cleared his IELTS.
Is it mandatory for me( his dependent applicant) to take the IELTS before applying for the PR ?

Nope.. only mandatory for primary applicant.
No need. Same situation here. Only the primary applicant has to take the IELTS.
