I am a Skilled worker having around 8yrs experience in Telecom Billing and supporting the business of various top Telecom Service providers around the world such as Sprint, ATnT etc.
I am from India and I have couple of questions,
1) Should I fill the forms and sent them to the Canada consulate or whats the best option for me ?
2) Is IELTS mandatory to get into Canada as a Skilled worker program ?

You should visit the website for IELTS, read their description of the test, and take a practice test for free that the website provides. Minimum score for FSW is 6 bands in each of the category. For tips about getting good score and free preparation materials, visit the forum for IELTS.

Please note that although IELTS is the most popular choice for proof of English language skill, I believe CELPIP (Canadian English Language Proficiency Index Program) is also still accepted.
Or you may prove your proficiency in French as a main language by submitting TEF (Test d’Évaluation de Français) results.
But for Federal Skilled Worker you MUST submit proof of your main/first language. You may optionally include proof of the other/secondary language in order to score more points.
