is ielts is mandatory for Federal skill immigrate at the time of application submission or can i submit after applying so that i can't face cap issue (1000 each prof)

Yes, it has to be included with the application to CIO Sydney, NO ielts, application is returned.

Applicants must send original IELTS result with their initial application to CIO. pls note that " IELTS must be general training module and it's validity must not be more than 1 year while submitting it to CIO"

now validity is 2 years

According to latest update(took place in 23 Dec 2010) IELTS result is valid for 2 years

EG7 booklet in pdf formet has been updated and it also shows IELTS is valid for 2 years instead of 1 year.
