In last 16 months I have gained a total of 1 year Canadian working experience as below. I want to verify if I am eligible for CEC.
On Work Permit 6 months
On Implied Status 2.5 months
Work Permit rejected so left Canada 4 months out of Canada
On New Work Permit 3.5 months
I was on implied status as I had applied for work permit extension.
In this period I continued working with same employer, client and in same position as web developer.
But my work permit extension got rejected as LMO was still in process due to strike at Service Canada.
I am concerned about 4 months gap that is highlighted in red.
So is Gap between work permit allowed under Canadian Experience Class? The cic website just says 1 year in last 3 years so think its ok.
Has anyone experienced such thing?
The gap is not a problem. I'm more concerned about the period of "implied status" prior to your permit extension being rejected. If your application was made without legitimate grounds, there is a chance that this work experience will be considered unauthorized and therefore not counted.
I'm not familiar with the LMO process though - is it indeed legitimate to apply for an LMO-based work permit while the LMO has yet to be granted?
The work permit extension can be filed without LMO approval. Below is the content from cic web site. Sorry coudnt post the link as not allowed

I want to apply for a work permit. Do I need to get a Labour Market Opinion first?
A Labour Market Opinion (LMO) is a document from Employment and Social Development Canada that gives your employer permission to hire you.
You may apply for a work permit without an LMO if you are in one of the following situations:
Family
Refugee
Student Academic
Other worker/professional

I recently also verified with some legals / immigration consultants on whether my implied status will be considered .
After listening to my details they replied affirmatively.
