Is expired Open WP eligible to submit for EE ? Please advice.

Hi,

Currently I am working on dependent Open WP and waiting for ITA with 467 score. Unfortunately my spouse (primary WP holder) contract getting over in couple of weeks and we may have to travel out of country in next month. Once I travel out of country, my OP will get expire because primary WP will not be active.

In this event if i get ITA in next 2-3 draws, is my family will be eligible to apply for PR from outside of Canada ? Please advice.
