After the test, I took about 10 minutes to finish it, I had to wait for about 1.5 hours. There were already a lot of people in the interview waiting room, e.g. over 55's who don't have to take test, so they were getting called up first. For those who did take the test, people were not being called for interview in the order they arrived in the waiting room.
My guess (not based on any solid evidence) is that given I am June '14 applicant, there was maybe only a limited number of officers who were dealing with applications being processed under the new processing rules introduced with Bill C-24. Most of the people there that day must have been 2013/early-2014 applicants so are being processed under the old rules
