Bharathiar University is recognised by UGC and so your Diploma should also be valid.

However, I would recommend that you get your ECA done from ICAS and not WES as WES has been known to not recognise distance education institutes.

I have already got my BTech degree equivalency as 4 year Bachelors degree from WES.If I move with ICAS, Should I apply for Bachelors degree recognition again with ICAS for my PG Diploma (Distant) recognition?

Don't opt for ICAS, ICAS has a longer processing time than WES. Go with WES as you had got a positive ECA earlier from WES.
