Is ACCA considered a masters or a second degree?

Hello, I'm asking on behalf of a friend who has completed all levels of ACCA and is now a chartered accountant with those qualification before they submit their transcript to WES in the event someone here has knowledge on this matter. In doing the assessment (calculator) do I put that the person has a masters or a second degree. He has a 1st degree as well as completed ACCA.

ACCA will be assessed as a 4-year Bsc. so if he has a recognized Bsc, he will be assessed with 2 4-year Bsc degrees.
