"International students who are applying under the Student Direct Stream (SDS) are only eligible for the expedited study-permit program if they can submit a full application. Otherwise, they have to apply under the regular process or wait until they are able to supply all the necessary documents to be eligible for the SDS."

SDS application process only kicks in when you select biometrics completed and upfront medicals done option when creating a profile to apply. If one of them is missing, it just reverts back to non-SDS process in which itll remove GIC, first year tuition proof & medical confirmation fields and instead ask you to upload financial documents. I believe 2-step confirmation is only for non-SDS applications since SDS application has to be completed before it is submitted.

Thank you for correcting. My bad. Yes. Biometrics for SDS is not mandatory. Which makes 2-stage process applicable for SDS as well.
But right now, I think IRCC temporarily suggesting is to use non-SDS category if you can't provide Biometrics and/or Medicals so that complete applications get priority processing.

No. You will automatically fall under 2-stage process. You will get either AIP or refusal based on eligibility for stage 1 and after that, 90 days time period to submit Biometrics. I believe it will get extended to another 90 days if you are still not able to provide Biometrics.

Great! Your application is not going to be refused for not providing biometrics with in given time frame. Your deadline will be extended for another 90 days. I am sure VACs will start to open up in next couple of weeks, just in time to collect Bios for fall semester students.
