I came to canada in 2015 and IRCC website says that biometrics is valid for 10 years (until 2025).
I recently applied for a TRV from inside Canada on the basis of having a PGWP. Today I received an email that I have to apply for biometrics??? But why? My biometrics should be valid until 2025. unless my maths is wrong. Why would IRCC ask for biometrics now? within 8y of my old biometrics?

maybe they want to issue the visa based on the expiry date of your passport and wants to issue tha visa for a longer period. let's say if your passport is expiring in the next 6 years but biometrics are valid until 2025 then you will be issued visa only for 2 years. Similar case occured in the last month and visa was issued only for 2 years (biometrics were valid for two years and his passport was expiring in 2028).
Just do as they want since they can still refuse your visa application if you do not comply their instructions. And you can have a debate over this non serious issue. 85 CAD is nothing price against a refusal.

Thank you for your response @tommy_2k23 and @island755 . I already did that since I had a deadline of 10 days. CAD 85 is absolutely nothing against the bigger picture. I have complied with IRCC, I just wanted to get a bit more assurance if someone's seen this before.
But now you say it, that makes sense. I had a doubt that, that was the case, but I am a bit more relieved and assured now that you mention it too.
