IRCC request for police certificate

Hi everyone, my partner has had a request from IRCC for a police certificate from her home country which she has lived in for a total of like 8 months her whole life (if that) and shes been in Canada since she was 16 years old. I was under the impression that they don't ask for police certificates for countries you haven't lived in for shorter than 6 months or before you're 18. so my question is do we still have to submit this police certificate or is there something we can upload in its place? Thanks
