Hello everyone,
Please I need urgent help. My fiance had applied for Manitoba PR in May 2015. He received his PNP in feb2017 after which be applied for PR. Now everything was fine but the only obstacle is Iraq PCC. We have mailed the Iraqi embassy in India, we mailed the company in Iraq where he worked, we mailed the ministery of external affairs about the urgent need of PCC but nobody has replied. We dont know anyone in Iraq so what should we do. I read about LoE. What exactly is that? How can we get exempted from Iraq PCC. He even went to embassy but they just made him fill a form and then told him to expect nthng. Everything else is fine in his case, just this pcc is a problem. I wish he never went to Iraq

LOE is where you explain the situation to them. if you can't go to iraq to get it my opinion is you write them an LOE telling them why you can't go to iraq, whether it is you fear for your safety if you are a minority or be falsely prosecuted for something you didnt do.
i believe PCC from iraq wasnt required at the beginning because they know above reasons are presents.

Then the chance is LoE to explain why you cannot achieve PCC.
@smalkawi pointed good excuses, and just don't tell them a lie but be honest. You can attach a copy of emails you sent to the embassy, and any other proof of your efforts. Those will be counted.
One thing to be aware would be: the application may be delayed due to this issue. Though you get exempted for Iraqi PCC, your criminality will be in pending and requires an officer review at the end. Also, since it's Iraq, you may be examined by CSIS to identify connection to the terrorism.
