I landed in June and was told PR card would arrive within three months. After 4 weeks I got a letter stating that the photographs I submitted in London did not meet the PR card specs and I should appear in person at the immigration office in Vancouver where my landed address is to retake photograph.
Issue is I returned to England a week after landing,making plans for final relocation but the letter says I must come into the office in Vancouver within 180days. So now I have to start looking for emergency flight ticket to Vancouver from London.
I think this is very uncommon. They should have seen when you applied that the pictures did not meet their specs.
There is no problem entering without a PR card. If you are visa exempt, you simply fly to Canada, introduce yourself to the IO as a PR and show him your landing papers. If you are not visa exempt, go to the Canadian embassy where you live and apply for a PR travel document.
