Interview at the Canadian Embassy in Mexico

I have a question in regards to my wife's interview at the Canadian Embassy in Mexico:

Why does the interview have to be in Mexico and not in Vancouver?
She's been living here in Canada with me (Sponsor) for the past six months.

The interview is always performed by the visa office handling the application. They are the ones who have been reviewing the file and are therefore familiar with the content and know what questions they need to ask.

She may be in Canada - however she applied using the outside of Canada method and that's consequently how her application is being managed.
