If he got visa he will get visitor visa and once he is in canada he cannot change his status from visitor to work permit holder as per the new rules.If he want to apply for an open work permit then he have to apply from his country of residence that is india.
And as per your question I think you r making visitor visa as a way to get work permit for your husband.

That's duplicity. You are suggesting to deceive the immigration officials and to circumvent the laws. Not only is this illegal, but also extremely unethical. Being able to live in a first world nation such as Canada is a privilege. If you are going to abuse your privilege, do not ask questions here. I guarantee this course of action won't end well for you or your husband. Truth will always catch up.
