International student- sponsor common law partner to change stay

I'm currently a full time undergrad international student. My common law partner is currently under study permit as well. may i know if i can sponsor him under the common law partner program so that he can apply for open work permit instead? He has a part time job while going to school right now but he is looking to take time off school and so i was thinking of applying to change his condition of stay to open work permit under the common law partner program. We have been together for 3.5 years, we recently opened a joint bank account, been living together for 3 years (but different address than where we are now). Current lease is under his name (2 years) but our addresses are the same, i.e. tax, drivers license, internet bill etc. Please let me know if this is possible. thanks. and pls ask for additional details if required.
