If an International Student wants to marry his/her foreign partner, can he/she send an invitation for marriage so the partner can come as tourist in Canada?
After the said marriage, can they apply for spousal dependent visa right away or the partner has to go back to his or her country once tourist visa is done?

Your partner will apply for a visitor visa and show own funds, strong ties and good travel history. Permit may or may not be approved. Once you are on a PGWP and in a NOC A, B or 0 job then apply for SWOP. Canadian immigration has cut off the loop hole of spouse applying while on study permit.

Your choice on where you get married. Your partner needs to apply and receive a tourist visa. If you are married or common-law, you can apply for SOWP but not guaranteed.
