International student employment fraud!

Actually i'm a international student recently i started working at a restaurant after working for about a month my employer suddenly started reducing my hours of work last week, i got only 3 hours of work in a week. which was really too low and thereafter because of that i left the job! now my friend told me that as per law an employer cannot give you work for less than 4 hours and maybe the employer is planning to exploit my SIN to give work to their family members i also checked with them for an ROE but haven't received it yet! i'm really confused at what to do in this situation, any guidance will be appreciated!

Which provinces are you located in? In Ontario for example, there is no minimum number of hours.
