international student and PR

hi everyone, i have few questions before i take any decisions!
so i am here in surrey as a visitor and thinking to apply for my study visa
i am currently studying in the U.S.A

Firstly, m i allowed to apply for study permit within canada?
if yes

i heard idk if its true that International students in canada can get PR while they studying and working or have experience like within 1.5 years - ( i am not sure about it i just heard from someone )

if its true is it state wise? like is there any particular state where its easy to apply for PR while studying if i have enough work permit
idk it may sounds funny but can anyone give me a clear point for international students and PR

fyi - i am trying to apply in BC area
