I just came across International Mobility Program and found out that under this program employers can hire foreign workers without Labour Market Impact Assessment (LMIA).
I did my research but couldn’t really figure out if this program has specific eligibility requirements, and not for everyone.
Do I have to meet certain criteria to be eligible for this program or can I simply apply under this program once I have a job offer.
I am an Indian citizen with over three years of engineering experience and a Masters degree, currently living in India.

As @scylla mentioned you need to fit into very specific situations to benefit for this concession. If you are an Indian citizen, then you don't benefit from international agreements as India does not have such agreements with Canada.
There is something called Intra Company Transfer which is what I am having currently BUT I doubt you are eligible for that. If you were, your employer would have been driving this process. Its most common situation. If your employer wants to move you to Canada, its one possible way BUT it has very specific requirements for you and your employer to fulfill and the situation should warrant it in earnest.
