Hello! :)

When my husband gets to Canada he wants to go to NSCC in Nova Scotia, will he have to pay international fees seeing as he is a permanent resident?

Check with the school. The university I am attending charges permanent residences the same tuition cost as citizens.
 
No he will be charged the same fees as Canadian citizens.

I was a refugee in Canada and was charged domestic fees at my university. I am yet to complete my degree and tuition is the same for PRs as is for regular citizens.
