I am in the process of obtaining a regular visitor visa (not super visa) for my parents. Is there a mandate for me to get health insurance for them (same as super visa)? Thanks.

No, it's not mandatory to buy a medical insurance policy for a TRV application (not super visa).
Having said this, it's a good idea to include proof of this policy in the TRV application.... because it shows that you have covered any unfortunate medical emergency/situation
