We did my landing and returned to US. Our kids were born after we received our PR cards outside Canada
2 yrs hence , we have now settled in Canada and have applied for the PR of my kids.
Can someone suggest if my kids are entitled OHIP like us?
You better call OHIP and ask
Please contact ServiceOntario INFOline at 1-866-532-3161 to find out how to register your child.
The Health Insurance Act/Regulations 552 states this: Being a person who has submitted an application for permanent residence in Canada to the proper federal government authority, even if the application has not yet been approved, as long as Citizenship and Immigration Canada has confirmed that the person meets the eligibility requirements to apply for permanent residency in Canada, and the application has not yet been denied.

In Ontario, usually you don't get OHIP until you land as a PR, and then do a 3 month waiting period.
However with an outland PR app, there is a way to start the 3-month clock before actual PR approval, by appealing through the OERC. Be preapred for a long bureaucratic process. In the meantime I highly recommend your kids have private travel medical insurance, while in Canada. You can shop for some here: https://www.kanetix.ca/travel-visitors-to-canada
