we applied an inland sponsorship for my wide from within Canada last September and we just received the CSQ. My wife had to go back to her country for a family emergency and now cannot come back to Canada since her visit visa expired and they refused to give her another visit visa from her home country.
what should we do in this case ? can she still stamp the immigration visa from her home country when the final decision is made ?
 
No, she cannot. Inland applicants can only land at their appointment.
 
Inland applicants are required to be residing with their spouses in Canada. You can expect that the application will be deemed abandoned and refused.

She can try for another TRV, but there are no guarantees. If not, then you will have to re-apply outland.

Since she is not in canada the inland application will be refused unless you withdraw it and you cannot appeal the refusal. You should withdraw and apply Outland. At this stage you still may be able to get some of the fees refunded.
 
since i have received the CSQ already, how long do you think would an outland application take if we resubmit it with the CSQ that we received for my wife ?
 
It would go through the same processing as other applications. The time would depend on your VO. What country is your spouse from?
 
Warsaw was fairly quick when we went through it. I would guess 6-9 months.
