My boyfriend was living here in Canada with a working visa but the renewal didn't go to well and he went back to France for a couple days and then will come back with a Tourist Visa.
We completed the papers for sponsoring a common law partner before he left and now I am left with a question, When he comes back from France we are planing on sending the papers but I want to know if I can send them outland to the embassy in Paris while my bf and I stay here in Canada!

No. You send all the papers to Mississauga office. Once they approve you as sponsor, they will forward the application to Paris Embassy in France for the 2nd stage. This is assuming you plan to take the outland approach.

yes, the applicant can be in canada as a visitor when the application is sent in, and remain there as a visitor while it's processing. once there, the applicant can appy to extend the stay.

all outland applications get sent to mississauga. both sponsor and applicant applications go together, in the same package. once sponsor has been approved, the file is transfered to the appropriate visa office.

Most applications are the same between inland and outland. But outland applications have specific additional forms and specific requirements by regions.
For example, one country or 2 require you to submit all original documents, everything.
Most other regions, photocopies are only required.
There are some different forms, different checklists, different requirements, different organization. It will be pretty obvious to the VO whether it is inland or outland.
