Inland or outland sponsorship?

I want to apply for my spouse's pr, but I am confused about what method to go with. My spouse and I met last year in October via our parents through phone and chatting and then met later on in India where we had a commitment ceremony. I am a Canadian citizen while he is an Indian citizen studying on a student visa in the USA. He came to visit me this year In September at my place (he got a ten year visitor visa and he applied from USA) along with his family coming to visit from India and we got legally married at a temple here. He then went back to USA as he has to complete his masters and will be done by February 2017. I am wondering if I should apply for an outland pr visa for him or should he come here in Feb and then I file an inland visa? Also as i am studying right now, my parents will be supporting me and him (I also have savings from working before) and once he get PR he will also be working as he is a professional with masters degree. Which would be the best option to go with?
