I have to translate my birth certificate and my police clearance paper from Spanish to English. How can I do that?

I mean can a friend of mine whose first language is Spanish do it, or does it have to be translated by an official government certified translator?

You'll need a professional translator for that. Some Consular offices or Embassies offer that as a service as well.

Anything that isn't english or french has to be translated into one of those two languages.
