My profile has been rejected twice and i really don't know what to do now.

Ielts CLB: R9,W9,L7,S9

Work experience 7 years (3 jobs in same NOC B 1241
EDE from WES( bachelor's degree)
1 Relative in canada
No canadian experience
No job offer in canada
Why is my profile keep being ineligible?I really don't understand.
Anyone with a similar case?Or got accepted after doing sthg?

Start date, end date, NOC, hours per week
Also indicate which NOC you chose as your primary NOC.
My first job (0ctober 2008-December 2009)
Second job: (December 2011-January 2015
Third Job (July 2015-up to date)
All jobs were 40 hours per week.

Okay, your work experience should be fine, except that your first job does not count because it is older than 10 years.
When did you take your IELTS test? Did you take the general or academic test?
When you input your education, did you select "in good standing" or "degree or certificate awarded"?
What is your FSW selection factor score (67 out of 100)?
I can remove the first one. I would still be ok with the rest i guess.

I'm not sure what the problem is. Other avenues I can think of:
You may have made a mistake entering some of the information (unlikely that you did this 2 times in a row, but possible)
