Hello - I live in Seattle, Washington and am trying to understand the process of obtaining an Indian PCC. I understand that there isn't a consulate or embassy in Seattle and therefore, I have been trying to reach the consulate in San Francisco. However, I have not been able to connect with anyone (either by email or phone).
Is anyone else facing a similar issue or maybe, had faced it in the past?

I sent the forms and my passport to SF via fedex, I sent a return envelope along with my shipment. The smart people at fedex canceled the return label and cannot reinstate it. I have tried calling extension 148 at the SF consulate but I guess they don't respond to phone calls. What are my options please advise...
