Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more. This instruction is for the purpose of the completeness check under section R10. However, it is always at an officer’s discretion to request a new or additional police certificate.

PCC from Canada (otherwise called RCMP report) is NOT required upfront regardless of one's current and/or past stay in Canada. IRCC may ask for it at a later date, if needed.

I got my Indian PCC back in Nov 2014 and I submitted my docs in Dec 2015 with that old PCC.
I got PPR few days back without a request of submitting new PCC
I never visited India then after so as per IRCC website, you don't need a new one if you didn't go back
There is no validity issue on PCC as per new guidelines
