Today I went to Consulate General of India, in Toronto to get the Emergency PCC of India for me and my wife. They issued the PCC for my wife but refused for mine by saying that my passport is recently renewed by BLS and we dont found your data, you need to apply through BLS with normal procedure which takes 3-4 weeks.
Now the problem is: I got ITA on 30 Oct and my IELTS test will get expire on 19 November ( after 19 days). All my document are ready except this PCC.
I wanted to submit my application before 19 Nov so that it get considered. (I am avoiding to re-apear difficult to get same score would affect my other parameters)
Later today I went to BLS and submitted application for the pcc and written note that I need it urgently but not sure if they will consider.
1. Anyone have any suggestions/ idea how can I get the PCC earlier within 2 weeks ?

1. So you mean, you got India’s PCC in canada by post (at Canada residence) after just 4 days of application submission in BLS ?
I opted to collect the PCC from BLS center so that I can get it sooner.

I got it in April 2018.
@EE456 Yes, that would also be an option, but the comment from CIC (below link) regarding PCC seems very strict.

"CIC mentioned - In very rare cases, we may accept both a letter of explanation and proof that shows you made your best effort to get a police certificate on time. An officer will review your application. If they’re not satisfied that you made your best effort, your application may be rejected for being incomplete"
On the other hand, in 60 days I would definitely get the PCC by then but my IELTS will get expire so I need to figure out how I can explain this and submit the application before 19 Nov and submit PCC later. Not sure if they will agree or not.
(Of course, if I receive PCC from BLS before 19 Nov then no issues)

Now PCC status is showing as "Processing at Consulate General"
I checked with Consulate General Toronto office. They are saying we have sent the mail to Chandigarh passport office for inquiry and If you want to expedite the request, you can follow up with them.
I received my PCC from BLS in one week. I had opted for receipt of PCC by post, but when I saw the status changed on BLS site, I went to their office and collected it. Make sure that you go to collect it before they post it.
