Indian Central Government Employee --letter of reference

For the purpose of applying for Canada PR, letter of reference is a pre-requisite . But there is no such option to obtain the same from the personnel department in Government of India . Can a letter from my reporting officer who is a class A Gazetted officer in Company letterhead be sufficient for the purpose . Although that too shall require much persuasion. Please share how the problem has been handle if by anyone in a similar situation. I am in the same organisation for the last 14 years.
