What is the process to get Indian PCC? I live in USA and can someone on my behalf get it in India?

You need to get it from the nearest Indian consulate. Visit their website to see the process.

if you are living in the US, you need to get it from an Indian consulate. You dont have an option to get it from India.

Even in India, the applicant needs to personally visit the passport office + police station.
