Is there any option like Independent work permit in Canada ?
There is something called an "open work permit" which allows you to work for whatever employer you want to. However you can only obtain an open work permit under very specific circumstances (e.g. you were sponsored inland by your spouse and your application has received first stage approval).

No, not unless there are specific circumstances as scylla mentioned with spouses, being an accompanying dependant of a skilled worker or being on a post-graduate work permit.
