Intake of new permanent residence applications will continue. Files that are incomplete due to unavailable documents will be retained in the system and reviewed in 90 days.
New, complete permanent residence applications under section 10 of the Immigration and Refugee Protection Regulations (IRPR) will be processed as per normal procedures.
If a new application is missing supporting documentation (associated fees are required), the applicant should include an explanation with their application that they are affected by the service disruptions as a result of the novel coronavirus. The application may then be promoted and reviewed in 90 days. New applications should be promoted in the order they were received, and the org ID should be associated with them when the applicant self-identifies. If the application is still incomplete in 60 days, officers should request the missing documents with an additional 90-day deadline.
Does this mean that an application submitted in January or February won't be returned if it has any missing details or problems (like missing signature), and will be held for 90 days instead? Or is it specifically talking about incomplete applications due to missing documents?

This exemption is for documents so that people who are unable to obtain things like PCCs, certificates etc. due to COVID-19 shutdowns can still submit their apps. A missing signature is not the fault of COVID-19.
Thanks for clarification. I was just worried it meant that if an application was found to have a missing signature, they will hold it for 90 days without returning it, like some people are suggesting in the monthly inland/outland threads.
Some where else on this forum I read that CIC stopped processing files since March 13th. If they are not processing the files, how are they going to accept new files? Would we receive AOR? Or just receive it and put it on hold for 90 days?

Yes, you could send your application now. But you should include cover letter about missing PPC, mention what/when will it be done and submit it later or some reasons it couldn’t be done.

Note the text says for documents that are not provided because of Coronavirus, not just "I haven't received it yet." make sure the explanation addresses this.

you should not say that "I haven't received it yet." Avoid to say you are waiting it in coming week.

I prepared my wife’s spouse sponsorship application and I am unable to get her certified copy of birth certificate because of COVID-19. Is there any chance I can submit her application without certified copy of birth certificate? I already have a translation copy in English and copy of original birth certificate.
