My cousin is planning to sponsor her husband, they engaged about 5 months before and they got married last month, she did not have work history in Canada, she was student, now she is done with school looking for work. Can she still submit her application till she get job or is there any other alternative?

There's no minimum income required when you sponsor your spouse. The only problem is if CIC thinks the couple won't be able to support themselves without going on welfare.
If your cousin has never been on welfare, they're unlikely to be concerned about her income, particularly if she and her husband can rely on support from family in case they run into trouble. They look at the employability of both spouses, including work history, schooling, and language ability.
If your cousin has never been on welfare before, I wouldn't delay the application just for that.
Yes. When the sponsor has no job, I would include proof of things like any savings or investments of the sponsor and/or applicant; proof of any business the applicant is running; proof of education or employment history that would show the applicant should have no trouble getting a job in Canada; whatever will help show the visa officer that the two of you have a plan for your lives together and will be able to support yourselves.
