It's impossible to say based on this limited information. It's possible they may need to apply for rehabilitation first or they may not.
Criminal inadmissibility is a complex topic. It includes what you were charged with, whats the equivalent in Canada, if you could be rehablitated --some crimes are simply not possible to rehab. Get advice from an immigration lawyer.
