Timeline is:
November 2008 Submitted the full application with supporting documents.
December 2008 AOR
September 2009 Additional documents requested
October 2009 Additional documents submitted
October 2009 Status changed to "Awaiting information from external source. Please be patient"
December 2009 Status changed to "In queue for interview. Not yet scheduled"
My question is: do they interview someone, if they have a valid ground to refuse his/her application? Or is it a normal process?

Oh, I forgot to say that I applied to the Beijing office.
Interview will be scheduled not only for one or two applicants. They have to organise it according to their convenience, place and date. Once it is arranged they will send confirmation request to the applicant with the date, time and place of interview scheduled.

Interviews form part of the application process.Thus if the CIC has a valid reason to refuse your application as you say,then an applicant might not get a chance to appear for an interview.I means it's at the discretion of the CIC to make a decision be it positive or negative.
