In Process mean Citizenship is in local office?

hi I applied in October 11 for citizenship Canada,

-AOR was 7 of Nov 2017
-In Process was 8 Dec 2017

As of today it's still In process status, does that mean my app is currently in Scarborough office?

I see alot of people in Calgary, Montreal and Ottawa are already taking outh or getting test invitations.

a friend told me its in Sydney Processing centre and local offices only do tests and finalize due diligence stuff like travels.

No, in process means... In process.

There is not "external" indicator about the transfer from Sydney to the local office unless you request an ATIP.
