#Will In process status change once the file is transferred to the local office( Edmonton in my case)
#Will I be getting a letter from CIC advising me of my file being transferred to the local office?

CIC does not anymore update ECAS when file is transferred to our local CIC office(DEADMONTON).
You wont be getting any letter from CIC that your file was transferred.
All you can do is call them at 1-888-242-2100.
From the other threads that was posted. Last month's oath takers were mostly Jan/Feb 2011 applicants.
So we are in for a long waiting time. As you know we only have one Judge(L. Mozeson).
