They are not the same. Security is checking whether you are a threat to Canada e.g. terrorism, hacking, crime against humanity, war crimes, etc. Criminality is checking your police clearance certificates, etc making sure you do not have convictions for crimes that would make you inadmissible to Canada.
It's hard to know when CIC initiates criminality and security checks. When CIC receives your application, the police record checks are good for 1 year from that date. If they expire before CIC is done processing your application, they may request new one. For security, it's hard to know anything since the information/results are classified.

I thought that the PCC was only valid for 3 months, which is why many have suggested waiting (until ~ Stage 1 approval) to request from the FBI and submit to CIC? I keep learning more and more information here. :-\
CIC wants to receive the police certificates within 3 months of their issue date. However, they are (usually) valid for (at least) a year. As long as they receive it in time, CIC will let you know if a renewal is necessary.
When the sponsorship application goes to Mississauga is that where they put the "lock-in" date? Or is the "lock-in" date when it's received at the overseas visa office?

The police certificates have to be received at CPC-M within 3 months of being issued (it doesn't matter if they then get forwarded to the overseas visa office after the 3 month mark as part of the file after sponsorship approval).
