I am a Pr in Canada and presently doing up an in canada application for my husband.
Can we send in the open work permitt application before submitting the Pr application?

No - you can't. It will be refused if you do that.

You must submit the open work permit together with the PR application.

Again - no. You cannot apply for the open work permit first. The entire application package has to be submitted together.
