I am not sure..may be he is asking whether you have valid papers to work in Quebec. Or may be he is asking an equivalent eduucation / experience certificate which will be easily identifiable in Canada.
Quebec has its own immigration laws and only permit people to work in Quebec who have got CSQ. even a FSW cant work in Quebec without CSQ (that's what i learn through this forum).
i think that the employer is asking about this. its better that you clarify from him that which certificate is he talking about?
You can explain your situation that you have been granted PR and you are landing in April, so you will be able to meet them in person. Once you have landed here you can always go and meet them personally. I know people here in Canada who landed as PR in Toronto and moved to Montreal within month for job purpose.
