We recently applied for a TRV stay extension for my wife (I'm a Canadian citizen). It's still currently being processed, and we are gathering our documents for the Inland Spousal PR application. Is it fine to submit it along with the Open Work Permit application while a decision still hasn't been reached on the extension? Also, does the implied status granted by the OWP cover us until the PR decision has been reached or is it advised to continually apply for additional TRV stay extensions to cover the waiting period?
Also, if the TRV stay extension is ultimately rejected for some reason but we had sent in the PR+OWP application during the implied status period, does the OWP implied status still kick in or is the TRV extension rejection a problem?

She has applied to extend her visitor status, not her TRV.
She can submit the PR/OWP app while on Implied Status. However, if the visitor extension is refused, there will be no Implied Status from the OWP. She will be out of status and no longer qualify for the OWP. Provided she showed sufficient proof of funds and stated she is apply for sponsorship, there should be no issue with the extension app.
She does not need to apply to extend her visitor status after she has the OWP.

Also, for the police checks it appears she only needs to submit documents for countries she is either currently residing in or stayed in for 6 months or longer after the age of 18. Most of her adult life has been spent in the US and in fact she has not spent a total of 6 continuous months in her home country since adulthood - I imagine this means we only have to get a US police certificate? I thought it would be odd to not include one from her home country, but it does not appear to meet the criteria for submission.
